Senate Unanimously Passes Donoghue Bill Requiring ‘Shopping Sheets’ for Higher-Ed Students

BOSTON – By a 39-0 vote, the Senate today passed Senate Bill 2247, An Act requiring institutions of higher education to provide uniform financial aid information to accepted applicants. S.2247 expanded on a bill that Senator Eileen Donoghue filed in January 2017 that directed higher-education institutions to provide admitted applicants with standardized information so that students and their families can make apples-to-apples comparisons of the benefits and costs of attending university.

“This bill represents an inexpensive solution that, starting in the 2019-2020 academic year, would help students find the colleges that will graduate them on time and with as little debt as possible,” said Sen. Eileen Donoghue (D-Lowell). “Given our knowledge-based economy and the increasing costs of earning a degree, the Commonwealth needs to empower young people and their families with easily digestible data so that students can best position themselves to pursue careers free from unnecessarily burdensome student loans.”

The U.S. Consumer Financial Protection Bureau and U.S. Department of Education developed the form, known as a shopping sheet, which contains data on costs, grant amounts, graduation rates, loan default rates, and expected monthly loan payments after graduation.

“Standardized reporting and transparency are key elements in the effort to build awareness and address the rising costs of higher education,” said Senate President Harriette L. Chandler (D-Worcester). “This bill ensures that admitted students possess the comprehensive information they need to properly plan for their financial and educational futures.”

About 3,300 U.S. institutions, including 66 in Massachusetts, already use the shopping sheet.

“Getting accepted to college is an exciting time for our students, and it’s vital that families have the tools to make smart, informed decisions about what it will cost,” said Attorney General Maura Healey. “I applaud Senator Donoghue and the Senate for passing a bill that will help all of our students access quality, affordable education.”

“This uniform financial aid shopping sheet will provide much-needed transparency when families are making decisions about the actual cost of college for students,” said Treasurer Deb Goldberg.   “This is the type of essential information that kids and their families across Massachusetts need when making long-term financial decisions that will impact the rest of their lives.”

The bill now goes to the House of Representatives for consideration.
